It's possible that JM didn't get nominated because of the some of the inside baseball stuff with Archie. I think Emmy voters "in the know" are influenced by likability within their own rarified Hollywood community.
I agree with some of the comments upthread that Alicia's election storyline came off far more interesting in the first half of S6, when other characters had meaty storylines too. However, I agree that it consistently works as an exploration of Alicia's character to put her under the election microscope. I think it accomplishes a pretty rare feat where the storyline deconstructs and critiques Alicia but it also critiques the audience through the voters in their incessant, irrational demands for Alicia (as any Strong Female Character TM) to be all things to all people when the natural result of that is phoniness, best case scenario.
