Sounds like it's not YouTube's fault, but the PRS' if it is true that the latter is demanding a prohibitively high increase in licensing fees. It is a business after all and YouTube has to do what's best for them. I wonder though whether this move is an attempt to force the PRS to reduce their demand. One can only hope that it is.
