I'm assuming it was only so much of an issue in series 3 because that was the time period immediately following Rose's departure, and one of the themes was of the Doctor being very moody and damaged. RTD has said that series four with Donna will be much more light-heated (plus I wonder if grieving over the Master gave him some closure with Gallifrey as well?)
Rose certainly can't be an issue forever anyway because the production team will be changing over after series 4 I think? Or after series four and three specials?
