I can see his rationale for the Dawn spinoff not working. She was pretty hated and more than that, she's Buffy's underage sister at that point. There's no way they could write it without Buffy turning up.
I can't remember where the Willow school thing sprang from, but I do remember Marti being really into the idea of the Faith spinoff. It maybe, could have worked, but I don't know. They were so friggin' obviously trying to set up Spike/Faith in Dirty Girls, it would have turned me off pretty quick.
Eliza notes that a lot of Faith was based on her own personality,
I think all the characters more or less became their actors to some degree. Joss has admitted as much and Marti echoed the sentiment a couple times. Which is kinda creepy in some respects.
Marti seems very passive-aggressive with that comment. One thing I've always read is that Eliza is very good with fans.
