It never played that way at all at the time from what I remember, it would have been such a weird anti-climax to have the Green Arrow be the one to kill the real Lex Luthor. I think that most viewers just assumed that the real Lex was still in hiding, but then in the finale they introduced a clone of Lex with no memories meh, so it seemed that we were meant to believe that we had lost the real Lex in season 8 before Clark even became Superman.

I was surprised that there wasn't much outrage about that at the time of the finale actually, it seemed like it took away from a lot of those early years building up the Clark and Lex history, but the main complaint I remember is just over Clark not being seen in the full suit

That seems so crazy. Why would they do that? I guess they had spent so much on Lex studying Clark, the only to fix that would be for his memory to be wiped. Their relationship was really the focus of the show, though. Lex leaving was the whole reason I stopped watching.
