The move to block British users access to artists' music videos and user-created videos, which feature licensed music, will take effect on Monday evening British time.

Sounds like it's not YouTube's fault, but the PRS' if it is true that the latter is demanding a prohibitively high increase in licensing fees. It is a business after all and YouTube has to do what's best for them. I wonder though whether this move is an attempt to force the PRS to reduce their demand. One can only hope that it is.
