Hmm I haven't watched since its first airing, so I'm not totally sure actually tbh, but wasn't there supposed to be a vaccine for the virus and Scully was trying to get it to Mulder? There was a lot of collective panic and rioting going on, but I don't remember it being portrayed as the end of the world as such
