I don't think techs actually have time to go "surf" through your things like that. If I had a choice, I'd stay with Windows 7; I keep hearing 8 is bad, bad, bad, bad, bad.
Have you thought about defragmenting and "disabling" things that start on windows start up that are not necessary to open then? I know this won't fix your actual problem right now but this could give some speed to your computer. Oh, and the less big things you got on your desktop, the better, too.
